Decision support, not delegated authority.

Effective August 30, 2026

These Terms are an agreement between you and Ciaran Paul Roche, the independent Pennsylvania-based operator of PurchaseManager.Net and Purchase Manager Network. By using the service, you agree to these Terms and the Privacy Notice. If you use it for an organization, you represent that you have authority to bind that organization to these Terms. If you do not agree, do not use the service.

Beta decision support only

Purchase Manager Network is beta software that helps authorized users organize purchase information and consider possible decisions. It is not an autonomous purchasing agent, procurement department, fiduciary, auditor, lawyer, accountant, financial adviser, security assessor or compliance service.

Human responsibility and verification

The service does not independently verify suppliers, prices, claims, financial stability, insurance, certifications, ownership, sanctions status, legal compliance, cybersecurity, accessibility, privacy practices or contract terms. AI and calculated outputs can be incomplete, inaccurate, biased or unsuitable. A qualified and authorized person must verify every material fact, perform required due diligence, follow the organization's policies and approve every purchase.

No purchasing action or professional advice

The service cannot place an order, transfer money, execute a contract, contact a supplier, approve spending or make a legally binding decision. It does not provide legal, tax, accounting, financial, investment, security, employment, public-procurement or regulatory advice. Obtain specialist review when the decision is consequential, regulated, safety-critical or outside your competence.

Your information and authority

You retain responsibility for information you enter and must have the right and organizational authority to use and transmit it. Do not submit credentials, payment-card data, protected personal records, health information, trade secrets, export-controlled information, legally privileged material, confidential bids or information restricted by contract or policy. The Privacy Notice explains what stays locally and what is sent for AI analysis.

Prohibited use

• Do not use the service to facilitate fraud, bribery, bid manipulation, discrimination, sanctions evasion, collusion or other unlawful conduct.
• Do not rely on the service as the sole control for regulated, safety-critical, public-sector or high-risk procurement.
• Do not disrupt, probe, overload, bypass security, introduce malicious code, impersonate others or reverse engineer protected portions except where law expressly permits.
• Do not use outputs to misrepresent that a supplier, contract, control or decision has been independently verified, legally approved or certified.

Intellectual property and feedback

The service, original design, branding, text and software are protected by applicable law. You receive a limited, non-exclusive, non-transferable and revocable permission to use the public beta for lawful internal decision support. Ownership does not transfer. Feedback may be used to improve the service without an obligation to compensate you, but you should not include confidential information in feedback.

Availability, records and warranty

The beta may change, be corrected, suspended or discontinued. Keep independent copies of important records; browser storage can be cleared or lost. To the fullest extent permitted by law, the service is provided “as is” and “as available” without warranties of accuracy, completeness, savings, supplier performance, merchantability, fitness for a particular purpose, non-infringement, security or uninterrupted availability.

Limitation of liability

To the fullest extent permitted by law, the operator will not be liable for indirect, incidental, special, consequential, exemplary or punitive damages; lost profits, savings, opportunity, goodwill, data or business; supplier or implementation failure; or purchasing losses arising from use of or reliance on the service.

To the fullest extent permitted by law, total liability for all claims connected with the free beta will not exceed the greater of the amount you paid for the service in the twelve months before the claim or US $100. These limits do not apply to fraud, willful misconduct, gross negligence, personal injury caused by negligence or liability and mandatory rights that cannot lawfully be limited.

Claims caused by misuse

To the extent permitted by law, you are responsible for reasonable third-party claims, losses and costs caused by your unlawful use, deliberate violation of these Terms or transmission of information you were not authorized to share. This does not require you to compensate the operator for the operator's own negligence or unlawful conduct.

Pennsylvania law

These Terms are governed by Pennsylvania law and applicable United States federal law, without regard to conflict-of-law rules. Subject to non-waivable rights where you live, claims relating to the service must be brought in a state or federal court with proper jurisdiction in Pennsylvania. If a provision is unenforceable, it will be limited only as necessary and the remainder will continue.

Changes and contact
